Background and Objective of the assignment: UNDP is the leading United Nations organization fighting to end the injustice of poverty, inequality, and climate change. UNDP has been working in Afghanistan for more than 50 years on climate change and resilience, gender, governance, health, livelihood, and rule of law. Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting Afghan people’s aspiration for peace, prosperity, and sustainability.
UNDP has launched a “Digital Solutions for Recovery” project in 2024 to pilot and promote digital solutions for recovery in Afghanistan, aligning with UNDP’s 2022-2025 Strategic Plan recognizing digitalization as a critical enabler, in collaboration with the private sector, civil society organizations (CSOs), and development partners. The project builds on past digitalization, community empowerment, and inclusive economic development initiatives. It serves as a starting point for UNDP's longer-term objectives, including: · Analyzing and aligning private sector workforce requirements with a pool of highly qualified personnel to strategically map skills and expertise. · Implementing digital courses for young individuals, providing them with practical skills in ICT and access to internships and job opportunities. · Promoting the startup ecosystem by creating an enabling environment for innovation, offering supportive infrastructure, resources, and networks to empower emerging businesses and contribute to overall entrepreneurial growth.
The Freelancing and Remote Work Expert will work in close coordination with the UNDP “Digital Solutions for Recovery” project and will be responsible for providing technical support to design and implement digital interventions within the project. S/he works under the guidance and supervision of the UNDP “Digital Solutions for Recovery” Project Manager and in close collaboration with team members. The incumbent will also work closely with partners, UN Agencies, technical advisors and experts, and civil society to help implement project activities on promoting digital business. His/her main responsibility is to collect data from the field and survey, plan, design digital business-related projects and then monitor projects on the field. S/he will assist in coordinating between UNDP and stakeholders on implementation of the activities expected on digital business. The incumbents will be assisting the UNDP “Digital Solutions for Recovery” project in coordination with project implementation on digital related activities. The incumbents will be responsible for providing full support in implementation of the UNDP “Digital Solutions for Recovery” project digitalization activities and necessary technical assistance will be provided from the project.
1. Identifying universities to collaborate in developing a curriculum focused on online work and freelancing. The goal is to equip young people with in-demand skills, enabling them to access online employment opportunities and contribute effectively to the digital economy. 2. Creating questionnaires for conducting assessments and mapping the main stakeholders and universities in Afghanistan to determine the requirements for developing an online work and freelancing curriculum. At least 10 universities and 5 private sectors to be identified and assessed. 3. Developing a comprehensive digital and online business curriculum and learning materials that are available in three languages: English, Pashto, and Dari. The curriculum should encompass the latest trends in online, freelancing and digital work, with a particular focus on freelancing, tailored to match the skills and needs of Afghan youth based on research findings and assessments. 4. Work closely with graphic designers to prepare the curriculum for printing as a booklet and online PDF publishing. Reviewing the print version and providing necessary comments to standardize the booklet. 5. Conduct four Training of Trainers (ToT) sessions for identified university teachers using the developed curriculum. The ToT program should involve a minimum of 20 teachers. 6. Regular visits will be required within selected project sites. 7. Perform any other duties as required by the supervisor.
Institutional arrangement: The Freelancing and Remote Work Expert will work under the supervision and guidance of the “Digital Solutions for Recovery” Project Manager and in close collaboration with project team. Payment: Monthly bases Duration of the assignment: 3 months (May 20 to August 20, 2025) Duty station: Kabul city, Afghanistan.
Experience and Skills: Bachelor’s degree in Business Administration, Information and Communication Technologies, Digital Marketing, or related fields.
Experience and Skills:
· Minimum of 3 years with Bachelor’s degree of relevant experience in the field of freelancing and remote work with a focus on addressing digital divides, digital literacy, and technology access in diverse settings, including crisis contexts. · Demonstrated expertise in developing and designing online business education curricula, with a proven track record of creating engaging and effective learning materials. · Proven experience in conducting assessments and analysis of digitalization and innovation related activities, particularly on digital business and freelancing. · Direct working experience in innovation, digitalization and partnership with related stakeholders and private sector companies is a must. · Ability to organize and conduct training and presentations in online workshops and seminars. · Strong knowledge and understanding sub-national institutional contexts of Afghanistan in terms of promotion of innovation and digitalization. · Previous experience of working with international organizations, NGOs and private sector companies is an asset.
Competencies:
· Strong interpersonal, digital and communication skills. · Good oral and analytical communication and writing skills · Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Knowledge of programming softs is a strong advantage. · A good team player, self-starter, has the ability to work under minimum supervision and maintain good relationships.
Language Requirements: Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
